
Task 1: Prepare Health and Safety Plan:
Prepare and implement a site-Specific Health and Safety Plan to be used during the Site Walk activities.
Task 2: Prepare Database:
Juniper will gather, evaluate, and present the existing Site information and data, and will conduct a Site visit with Stakeholders to assist in planning the scope of the RI/FS. The objectives of this task are as follows:
• Identify and compile applicable historical information and data that are of acceptable quality for use during the RI/FS process.
• Identify current and historical studies regarding the characteristics of environmental media and the condition of receptor populations.
• Identify useable information and data from current and historical studies for use in developing a conceptual site model (CSM).
• Collect and analyze existing information and data and document the need for additional information and data to the extent practicable.
Task 3: Prepare Remedial Investigation Work Plan (RIWP) and Risk Assessment Work Plan:
The work plan will be developed in conjunction with a sampling & analysis plan, which will consist of a field sampling plan, and a quality assurance project plan, although each plan may be delivered under separate cover. The work plan will include a comprehensive description of the work to be performed, including a brief overview of the methodologies to be utilized, as well as a corresponding schedule for completion. In addition, the work plan must include the rationale for performing the required activities.
The Risk Assessment Work Plan will describe the protocol for evaluating risk to human health receptors associated with exposure to surface soil, subsurface soil, and groundwater at the Goodfellow Federal Complex. The objective of the of the Work Plan is to provide risk-based information to be used as input for site management decisions. The Work Plan is intended to provide general information about the technical approach that will be used to conduct that Risk Assessment. Human Health Evaluation Manual (Parts A to E and Volume II),” (RAGS, EPA-540-1-89-002, OSWER Directive 9285.7-01A, December 1989); “Interim Final Risk Assessment Guidance for Superfund, Volume I - Human Health Evaluation Manual (Part D, Standardized Planning, Reporting, and Review of Superfund Risk Assessments),” (RAGS, EPA 540-R-97-033, OSWER Directive 9285.7-01D, January 1998); “Ecological Risk Assessment Guidance for Superfund: Process for Designing and Conducting Ecological Risk Assessments” (ERAGS, EPA-540-R-97-006, OSWER Directive 9285.7-25, June 1997) or subsequently issued guidance will be used. . Relevant provisions of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the National Oil and Hazardous Substances Pollution Contingency Plan (NCP) (Title 40 Code of Federal Regulations [40 CFR] Part 300 et seq.), as amended, will be also be applied.
